The Commission
The Oxford Area, known as the OACCC, is a nonprofit organization that seeks to enhance communications and networking in the Oxford, Addison and Leonard, Michigan area. The OACCC is composed of Commissioners representing the Charter Townships of Oxford and Addison and the Villages of Leonard and Oxford as well as the Oxford Area Schools and the Oxford Public Library.
Our Mission
Our mission is to provide television production equipment, training, and descriptive programming to encourage civic engagement of residents, non-profits, schools, business, and cultural entities to produce locally relevant content, lending to the community-wide exploration of health, social, educational issues and to expand local interests in art, music, theater, dance, culinary science, and exercise locally.
Our Vision
To provide and be the communication resource hub of our communities, complete with ongoing educationally current and instructional staff/ production personnel, student producers, volunteer programming, alternate daily program content, and a dependable supplemental revenue stream in order to output a wealth of cultural, entertainment, historical, healthy, and experimentally diverse programming to meet all of the multi-media needs of our communities.
Television Production
The Oxford Area Cable Communications Commissions operates Oxford Community Television. Oxford Community Television – OCTV is a Public, Educational and Governmental or P.E.G. Channel.
- The Commission Television Studio is located at 2795 Seymour Lake Rd., Suite ‘A’, Oxford, Michigan 48371. The Staff of Oxford Community Television attends and produces the Community, School and Governmental meetings and activities throughout the year for the local municipalities.
- Oxford Community Television has one channel – Channel 19 – on the Charter Communications Cable system. Channel 19 reaches about 5,000 local viewers.
- Oxford Community Television operates four channels on the AT&T U-verse system. The channels are the same broadcast stream repeated four times.
- The Channels can be found on AT&T U-verse channel 900 under the Leonard Village, Oxford Village, Oxford Township and Addison Township.
- Oxford Community Television can be seen in the Michigan counties of Wayne, Oakland, Macomb, Monroe, Washtenaw, St. Clair, Livingston and Lapeer on AT&T U-verse.
Vision Statement
As evolving technologies and changing trends in broadcasting become available, our long range strategic Vision will enable us to anticipate and project their impact and opportunities. Our process design and purchase decisions will be guided and directed by research and development into these evolving technologies. Our Vision includes the enabling of the local residents to create content for broadcast within their own homes. Our vision includes preparing resident producers to use their home computers and video editing computer programs to create and develop content for broadcast on our channels. We envision a virtual Studio concept which includes the entire community as a programming development base.
We intend to prepare resident producers and students to deliver computer files from home for scheduling and broadcasting. We envision the growth of the medium as we assist efforts to raise awareness and acceptance through our efforts to deliver training, facilities, production and broadcast services to our community.
Inter-local Agreement
Through an agreement with the municipal governments of Addison Township, Oxford Township, the Village of Leonard and the Village of Oxford, program production, training, equipment and facilities together with playback services are provided to three basic groups:
- Individuals and organizations
- Educational institutions
- Local government
Together, service to these groups is known as Public, Educational and Government (PEG) access. The OACCC, or its operational activity known as Oxford Community Television (OCTV), neither selects nor censors access programming. Rather, it is the local residents, organizations, schools and government bodies that determine what information is important to share with the members of our community. The Operating Rules and Procedures are designed to ensure that resources are used only for intended purposes and that all who wish to participate have an opportunity to do so on a fair and non-discriminatory basis. To maintain a successful community access channel, everyone must take responsibility for their actions and respect the rights of others who use the media access center.
Public Access Use
A significant portion of the resources available through the OACCC is for public access use. The staff at Oxford Community Television works with interested parties to make the most productive use of these resources on behalf of the OACCC.
Membership
- Membership is required to use most public access services. The following rules apply to membership.
- Membership Eligibility
- Membership is open to any individual whose residence is in the Oxford Area Community. The Oxford Area Community shall be defined as the Charter Townships of Oxford and Addison and the Villages of Leonard and Oxford. Membership is also open to any person whose residence is in the area served by the Oxford Area Community Schools district.
- Any non-profit organization or institution located within the Oxford Area Community. Non-profit members must submit a letter to the OACCC naming the individuals who will be representing their organization for production purposes.
- Non-profit organizations, which are not located within the Oxford Area Community but serve the members of the Oxford Area Community, may apply with the Oxford Area Cable Communications Commission for a residency requirement exemption. Such exemptions are provided at the discretion of the Commission and are approved to enhance service to the community.
- Members under the age of 18 must obtain written parental consent and that parent must assume, in writing, all legal and financial responsibility for the actions of the minor.
- Programming produced by non-profit organizations, which are not located within the Oxford Area Community, must be submitted to the Oxford Area Cable Communications Commission OACCC, for review and approval of a residency requirement exemption. Such exemptions are provided at the discretion of the Commission and are approved to enhance service to the Community.

Station Manager
Bill attended Mott Community College and has a degree from Elkins License School and hs 50 years of Experience in Television Production and Management. Bill created and hosts “Our Community Access”.
Teri Stiles
Production Manager
Teri is a graduate of Specs Howard School of Broadcasing Arts with 18 years Experience in Public Assess Broadcasting, 14 years at OCTV. Teri edits, and hosts “Oxford News This Week” and co-created “Our Community Access”.
Dave Kenny
Office Manager
Dave is a graduate of Oakland University and has been at OCTV since 2004. In addition to payroll, purchasing, and financial reporting, Dave hosts “Auto Talk”, “Science in the News” and “Minutes by Minutes”.
Jamie Hughes
Program Director
Jamie is a graduate of Specs Howard School of Broadcast Arts. Jamie is an OCTV Reporter, and Consultant for OCTV.
Elgin Nichols
Technical Director
Elgin is a graduate of Devries School of Technology, has extensive computer and electronic background, and ran his own production studio. Also hosts “Oxford News This Week” with Teri Stiles, and “Minute by Minute” with Dave Kenny.
Kyle Snage
Editor, Videographer, and Producer
Kyle is a Michigan State Graduate in Telecommunications, has been with OCTV for 4 years. Edits Final Cut Pro, Technical Director for News, Edits and produces “Connie’s Kitchen”, “Tai Chi Helps” and “Rise and Shine Yoga”.
Dan Zwiez
OCTV Editor, Videographer, and Producer
Dan is a graduate of Specs Howard School of Broadcast Arts. He is Technical Director for Sports, Multidisciplinary Editor and Videographer.
Connie Miller
Host, Program Broadcast Timer
Connie manages Treetop Lodge and is the Host of “Connie’s Kitchen” as well as being the timer for all of OCTV’s Broadcast Programs.
Laurie Racz
Laurie is a graduate of Ferris State University in Television and Visual Media in 2017. Laurie is a Final Cut Pro Editor and Videographer of plays, concerts, meetings, sports and events around Oxford and Addison.
Rachael Baker
Rachael is the host of “Weekend Calendar” is one of OCTV’s prime Interviewers for many events in the surrounding area.
Rod Wright
Rod Works for Oxford School System and is OCTV’s Play by Play and Color Announcer as well as interviewer for the many School and other Sports that OCTV Covers.
Cody Wright
Cody is Student at Oakland Community College, is announcer at Sports Events for OCTV and hosts Sports Segment of “Oxford News This Week”.
Alexis Ware
Alexis is a graduate of Specs Howard and Rochester College. She is videographer, interviewer, editor and host and producer of the show “Schooling Around”.
By-Laws
Oxford Area Cable Communications Commission
2795 Seymour Lake Rd., Unit ‘A’

- Establishment:
The Oxford Area Cable Communications Commission, as described below, shall be established upon adoption of these By – Laws.
- Official Name:
The official name of the Commission shall be “Oxford Area Cable Communications Commission” (“commission”)
- Purpose:
The purpose of the Commission is to: Serve as the Official Representative between the cable companies and Member municipalities listed in item five (5). Establish and operate the local Public Access/Education/Government (PEG) channel (s). Collect and distribute monies from subscriber fees paid by the Cable Companies (Franchise Operator) and/or paid to the Commission by the member municipalities listed in Item Five (5).
- Members:
Members of the Commission shall be representatives of the following member municipalities: Village of Oxford, Charter Township of Oxford, Village of Leonard and the Charter Township of Addison.
- Representatives: The member municipalities shall appoint representatives and
shall also appoint alternate representatives for a minimum of (2)
years term of office in the following manner:
One (1) representative from the Village of Oxford
Two (2) representatives from the Charter Township of
Oxford
One (1) representative from the Village of Leonard
One (1) representative from the Township of Addison
Alternate Representative members appointed pursuant to this
Section may serve as a Representative Member at any time
the primary Representative Member is absent or when a vacancy
exists in their seat on the Commission.
No person having any ownership or financial interest, directly in any cable company under contract with the Commission, shall be eligible to be a representative. No elected official or resident appointed as a representative to serve on the OACCC shall hold an elected position representing another member municipality including all appointed alternates.
- Meetings: All Regular and Special meetings shall comply with the requirements of P.A. 267 or 1976 as amended (“Open Meetings Act”). Regular meetings shall be held quarterly (January, April, July, October-Annual Meeting), on the 4th Monday of the month.
- Special meetings: May be called by the Chairperson of the Commission or by any two (2) Representative members of the Commission, pursuant to notice as required under the Open Meetings Act. The notice shall specify the purpose for which the meeting has been called.
- Place and Time of Meetings: The official meeting place and time shall be at the option of the Chairperson of the Commission with approval of the Commission.
- Rules of Order: Meetings of the Commission shall be conducted in accordance with Roberts Rules of Order, Revised. Such rules may be waived by unanimous consent of all representatives present at the meeting, at which a motion to waive is introduced and passed.
- Quorum: A quorum for meetings shall consist of a representative from three (3) of the four (4) member municipalities.
- Super Quorum A super quorum shall consist of a representative from all four (4) member municipalities.
- Voting: Each representative shall be entitled to one vote when present at the Meeting; voting by proxy or in absentia shall not be permitted.
A quorum of the Commission, present at the meeting, is necessary for the Commission to pass motions, adopt resolutions or take action within its power.
A super quorum, present at the meeting, is required to elect officers, change by-laws, adopt a budget, change a budget and hire or fire employees.
- Agenda and Minutes: There shall be an agenda for each Regular, Special and Committee meetings. The appointed Secretary shall keep the minutes for each meeting.
- Fiscal Periods: The Fiscal year and all other annual periods of the Commission referred to herein shall begin on January 1 at 12:01 a.m. and end on December 31 at 11:59 p.m. of each year.
- Officers: The officers shall be Chairperson, Vice Chairperson, Secretary and
Treasurer. The Chairperson, Vice Chairperson, Secretary and Treasurer shall be elected from the representatives of the Commission by such representatives. Elections shall be held on the first meeting of the Commission after the expiration of each fiscal year. All officers of the Commission shall serve without compensation from the Commission. They shall serve for a period commencing with their election and terminating with the election of their respective successor. In the event of a vacancy in any office, such vacancy shall be filled promptly at the next regular meeting or at an earlier special meeting.
- Duties of Officers: The Chairperson of the Commission shall preside at all meetings of the Commission and shall set the agenda for all regular meetings of the Commission. The Vice Chairperson shall assume and perform all duties of the Chairperson in case of the Chairperson’s absence, or other inability to perform such duties. The Secretary shall maintain and safe keep, or provide for maintenance and safekeeping, of all the Commission’s official papers, documents, instruments and records. The Treasurer shall keep account of all funds of the Commission and render such accounts as the Commission may require of the Treasurer. All officers shall perform, in addition, such other duties as the Commission may delegate to them. The Commission, at its own cost, may secure the fidelity of any or all of such officers by bond or otherwise at the cost of the Commission.
- Amendments: These by-laws may be amended at any meeting of the Commissio with a Super Quorum present by a majority vote of the representatives present, and providing the amendment was stated in the call for the meeting.
- Distribution Upon Dissolution of Commission or withdraw of one (1) or more entities:
Upon dissolution of the commission where the assets exceed the liabilities, the remaining assets are distributed to all member municipalities as in proportion that they were paid in. If one or more member municipalities wishes to continue with the station, only the withdrawing member municipalities’ cash proportion of the assets that exceed the liabilities shall be returned to the withdrawing member municipalities
- Supremacy of Agreement:
This agreement shall supersede all originally executed or subsequently amended agreements, the provision of this Agreement shall prevail and the provision of the by-laws in conflict therewith shall be deemed to be void.
